Reconstructing India’s electoral architecture: Legal, constitutional, and democratic challenges in implementing one nation, one election

Abstract: The concept of One Nation, One Election (ONOE) has emerged as a significant reform initiative in India, aiming to synchronize elections for the LokSabha and State Legislative Assemblies. This research paper, titled “Reconstructing India’s Electoral Architecture: Legal, Constitutional, and Democratic Challenges in Implementing One Nation, One Election”, provides a comprehensive analysis of ONOE, examining its constitutional, legal, administrative, financial, and democratic dimensions. The study begins with an exploration of the constitutional provisions governing electoral cycles, including Articles 83, 172, 324, 356, and 368. It identifies the legal and judicial challenges associated with aligning assembly and parliamentary elections, emphasizing the need for constitutional amendments, judicial safeguards, and cooperative federalism. The paper further investigates the administrative and financial implications of ONOE, highlighting the logistical complexity of conducting simultaneous elections in a country of over 900 million eligible voters. It demonstrates that with strengthened Election Commission capacity, technological integration, and coordinated planning, ONOE can lead to significant resource optimization and cost savings, potentially reducing election expenditure by 30-40%.The democratic and political impact of synchronized elections is critically analyzed, examining voter behavior, regional party dynamics, and the balance of federalism. While ONOE can reduce voter fatigue and enhance governance stability, it also poses risks of marginalizing local issues and centralizing political influence. Comparative studies of federal democracies such as the United States, Germany, and Australia offer valuable insights for mitigating these challenges. Finally, the paper proposes policy recommendations and a strategic roadmap for phased implementation, legal reforms, administrative strengthening, and democratic safeguards. ONOE is concluded to be a desirable and feasible reform, capable of reconstructing India’s electoral architecture to achieve efficient governance, enhanced voter participation, and stronger democratic legitimacy.
