Abstract: This essay analyzes the essential elements of legal regulation in data governance within the swiftly advancing digital economy. It examines the challenges presented by the exponential increase of data, encompassing concerns related to data quality, security, and privacy. The report examines current legal and regulatory frameworks, including the GDPR, emphasizing their advantages and shortcomings in tackling modern data governance issues. Current trends and optimal practices in data governance are examined, encompassing decentralized frameworks, data trusts, and a heightened emphasis on data ethics. The article underscores the necessity for more cohesive, inclusive, and flexible strategies in data governance that reconcile innovation with individual rights and public interests. It finishes by providing recommendations for enterprises, governments, and society to enhance data governance policies, emphasizing the significance of interoperability, stakeholder involvement, and data literacy in creating the future of data governance within the digital economy.
