Abstract: The modernization of the procedures of the outside trade by the digitalization is one of the governmental option, in a context where the harassments are legions in our borders. The final objective of this concept is the facilitation of the procedures. To the look of that that preceded, 'contribution of the digitalization in the development of the procedures of the outside trade is palpable. This digitalization of the procedures secured the commercial exchanges through the approval of the international texts and the alignment of the internal norms to the international norms. L' one also notes that this digitalization encourages the celerity of the commercial exchanges through the promptness in the reduction of the delays that is to the import as to the export. But this digitalization includes difficulties observed in his application.
